The plates are Colombian, too. Chilean are not coloured and Argentinan have a different size (the US-size) and are black with white letters.

It appears to be the Colombian version of a telenovela called "Amor en custodia." It seems that the original show was made in Argentina, but Mexican and Colombian versions of the show have been made as well. The "La Calera" license plate would seem to indicate that it is the Colombian version.
