It is a know problem of Chrome not to refresh its cache for static pictures (though that if you delete the cache it is weird...)
Sometimes via Ctrl+F5 rather than just F5 it helps.
What you can try is display just the picture via right click on it and "open image in a new tab", then force refreshing it there.

I would like to start a thread for those who has issues with the browser at imcdb.org site.
I'll start here:
The Microsoft Edge Chromium does not refresh (F5 Key) main picture after it has been replaced. For example, I have visited https://imcdb.org/vehicle_485336-Ford-LTD-Crown-Victoria-1986.html and had a new picture replaced there. I revisited the same page, it still displays the old picture. I refreshed with (F5 Key) and cleared the cache, but the problem persist. The thumb at the main movie page does contains the new picture there
It seems not have a problem with old Microsoft EdgeHTML or other browser.
I currently using Waterfox browser to work on these picture updates there.
