I'm just curious, but the answer may be simple. How exactly do you become a IMCDb administrator?

Usually people that become admin are serious/reliable members that were sending many pictures, so they get admin rights to add the pictures themselve.
In some other cases (e.g. ford_guy, Firebird86, etc.) these were reliable members that were identifying really lots of vehicles, so they could make the changes to the site directly.

I may not be able to provide pictures for now, but if I remake my account let me know if I can become one.

Well, that depends on what you actually submit as pictures, not on what you may submit

Didn't you once say that people that submit movie pictures need a DVD player in their own Computers?

To capture pictures from DVDs, you need that, indeed.

Well then, I'll have to wait to get a new computer.

Or just buy a DVD drive and install it.
