Help Identifying Movie by its Cars

Hello,
I've been trying to figure out a movie that I saw as a kid and I don't remember it well (except the cars). The movie could have been a made-for-TV and pretty family-friendly, and I think it would have been made between 1992 and 1998.
I believe the story had to two with two teenage-ish boys, I think brothers, who were on the run. They were being chased down by a guy. I don't remember much more about the plot.
The bad guy was driving what I think was a late-80s or early 90s Oldsmobile sedan, like a Cutlas Ciera, possibly an Eighty-Eight; I think grey in color. At one point I think he deliberately rams another car with it repeatedly.
The boys at some point are driving together long distance in a red GM muscle car -- I'm almost certain a Chevrolet Camaro, but it may have been a Pontiac Firebird. It would have been a 1992+ model though as it was the 90s body style, IIRC.
At one point they stop on a country road and get out to switch drivers because the younger brother ended up driving when the other fell asleep (I think). A passerby looks at them funny so they tell them they're just switching drivers.
It's not Josh and S.A.M. though the concept seems a bit similar.
