Maybe it's not specifically a 23S but I bet it's some sort of Twin Coach with a Lawrie body. That's a '34 Ford and a '35 International Harvester, respectively.

Or I could be wrong about the chassis and it's a Lawrie body on something else entirely. The grille seems to be the key.
