1952-55 Minerva 80 from the Belgian army, based on the 80" (i.e 2.03 m wheelbase) Land Rover Series I. About 8,000 cars were made (fr, en).
According to the pictures present in this other English site (which is just a copy-paste of the already linked English article, without credits...), this Minerva has the grille badge of a late model.

From the little I know about the Käfer, this one has the 1958+ rear window, a pre-1964 plate light cover, pre-62 taillights and 1958-63 blinkers. The Wolfsburg's logo on the hood is indeed missing, but as all shiny trim has been removed from this car, I'm not sure that it should be used as a hint to identify a 1963+ vehicle...
