It's not listed on IMCDb but it has a Wales flag on the windscreen, maybe one of our UK memebers know who the actress is?

By the fashion style and the manner of filming I'd say it's a mid/late 1990s, early 2000s movie. Assuming that it's set in Wales, you could go through the list of films, which were filmed there, read the summaries and check the cast. Unfortunately I have no better idea.
I remember when you first posted that video. At first, I thought the clip had a "Monarch of the Glen" look to it. That show had a 2CV called "The Rumblie," but it was red and white. Of course, that was shot in Scotland rather than Wales. It looks like a television show rather than a movie. I suppose you could look through shows produced by BBC Wales.
