I first saw this pic in a VW museum (without the text) , and found it again on the net: http://images.thesamba.com/vw/gallery/pix/47825.jpg Could this be a promotional pic for the 1968 Herbie film? Note that Herbie has eyes and a mouth, and he is a new 1967 model based on the railroad track bumpers as opposed to a 1963 model. tore-40 should know more.
